The Underground Asset Register is a central location to view and access utility data, and to provide feedback on excavation findings in one place for asset owners to review. Utility data sets are loaded to the UAR and converted into a simple and easy to understand format. Utility data is displayed on the map so users can understand what assets exist in their project area, who the asset owners are, and how to contact them.
In 2025 we will also be providing access to contextual data sets that help understand conditions you may experience in your project area – these contextual layers can include data such as archaeological sites, areas with a high water table, contaminated sites etc.
The Underground Asset Register also provides a convenient mechanism for providing feedback when you find something in the wrong place, or something that you don’t recognise. This feedback will be sent to the utilities and to WCC to support updating the data sets that feed into this map.
About the project
Currently this is a beta pilot focused on underground assets in Wellington.
By beta pilot, we mean the tool is currently in a discovery phase where we deliver the software quickly to build value for anyone who needs to do subsurface works and refine it in subsequent iterations, based on our findings and from our user feedback. The first stage of this project is fully funded by the Department of Internal Affairs, and we are looking at options for how the tool can be funded to roll it out nationally to benefit the whole of Aotearoa New Zealand.
The project stemmed from the need to improve access to underground asset data to infrastructure stakeholders in the Wellington region. The infrastructure sector has told Wellington City that having access to this information on a single platform is vital, not just for knowing where underground lifeline assets are located, but for understanding other risks of working in the environment. Over time, having a trusted source of underground information in one place enables better strategic planning, helps mitigate the impact of construction on communities, improves the assessment of risk and improves access to critical information.
The UAR has been built in collaboration with Digital Built Aotearoa, a charitable foundation formed to provide a national, neutral home for tools such as the NZ Forward Works Viewer and the UAR, and encourage collaboration to improve infrastructure resilience throughout the country.
Also involved in the project has been a Technical Reference Group who are representatives of the wider infrastructure sector in Wellington, including civil contractors, surveyors, network utility operators, locators, developers, archaeologists and engineers. Having this knowledgeable group of people has been invaluable in understanding the needs of end users and the associated processes policy and regulatory change.
